iOS: You'll find a number of apps for managing your files on an iPhone or iPad, but most make it feel like a task or chore. A new app called Files makes the process so simple and elegant that you'll actually enjoy using it.
Managing your files on iOS has never been particularly easy, but Files actually turns it into a fun process that's easy to understand as it follows existing paradigms in the operating systems. You manage photos, videos, music, documents, and more just like you would apps on your home screen. Images and videos generate previews so you can now more about what you're going to open. You can even create folders inside of folders. If you don't like the iOS-style interface, you can swap it out for a more traditional list view.
Files allows you to transfer anything from your computer via a stellar web interface. You can also import from email, your photo library, several cloud services (Dropbox, Box, and Google Drive), and even download from any URL. The app can view many files within itself, including music and videos, but it'll allow you to open any files in another app if it can't handle the type on its own. While there are a number of features we'd like to see down the line (e.g. built-in MKV support, cloud folder sync), Files is already an amazing tool that's well worth a download.

LITTLE ROCK, Ark (Reuters) - Faculty and staff members in Arkansas are one step closer to legally carrying concealed handguns on the state's college campuses.
The Republican-controlled Arkansas state Senate voted 31 to 4 on Monday to allow colleges and universities to decide themselves whether to allow concealed weapons on their campuses. The bill previously passed the Republican-controlled Arkansas state House 70 to 11.
The bill now goes to Governor Mike Beebe, a Democrat. He is expected to sign the legislation.
The governing board of individual institutions will decide annually whether to allow guns on campus. Many state universities have already said they would not allow concealed weapons on campuses.
Discussion of gun control and gun rights has surged in the United States since a gunman shot dead 26 people at a Connecticut elementary school in December, 20 of them first-graders.
Arkansas would join 23 states that allow individual colleges or universities to decide whether to ban or allow concealed carry of weapons on campus, according to the National Conference of State Legislatures. Some states also allow students to carry concealed weapons.
Earlier this month, Beebe signed the Church Protection Act, which allows individual places of worship to decide whether to allow concealed handguns and who could carry them. Last week, Arkansas became the latest state to exempt from public disclosure the names and zip codes of gun owners.

ZTE, like local rival Huawei, is desperately trying to establish itself as one of the bigger international smartphone players, focusing more and more on high-end "hero" devices. To that end, at a very businesslike (and rather awkward) Mobile World Congress press conference this week, the company revealed the Grand Memo. A 5.7-inch Galaxy Note-class device, the Memo incorporates high-end internals and a massive 5.7-inch 1080p display.
Officially, the Grand Memo runs Qualcomm's quad-core Snapdragon 800 CPU, though ZTE itself says the chipsets used will vary depending on country. For what it's worth, the company also had an NVIDIA Tegra 3-based Grand Memo on show at its MWC booth, however that device was unstable and extremely hot to the touch.
Other hardware notables include 2GB of RAM, 16GB of storage, 4G LTE support and a 13MP rear camera. The physical hardware of the Memo is standard smartphone fare -- a black slab with a plastic back and three buttons down below. On the back, a plastic battery cover. We saw several different back covers on the Grand Memo demo units at the show -- glossy, textures and matte versions in white and various shades of blue. Overall, the hardware is perfectly serviceable, if not outstanding.
Head past the break for more first impressions, along with more photos and video.

It's no secret that I'm a pretty big fan of the 360-degree Photospheres you can shoot with the Nexus 4. Fire up the camera app, spin around a few times and you get a really cool shot that can be panned and zoomed, and shared on Google+, or embedded with Google Maps. It's a novelty, yeah. But I'm enjoying the hell out of it, and there are some great Photospheres being published every day from remarkable locations.
But so far the only phones with that feature have been Google's Nexus 4 and Galaxy Nexus. Until now.
LG, which also manufactured the Nexus 4, has a new version of Photosphere built into the camera application on its Optimus G Pro, which the company is showing off here in Barcelona, Spain, at Mobile World Congress. (The phone actually is available already in Korea.) And we recently took it for a spin in Plaça de Catalunya to see how it works.

President Barack Obama on Monday is expected to implore the nation's governors to put pressure on Congress to avoid the sequester as Obama speaks to the nation's governors at the White House.
Members of the Obama administration, heads of federal agencies and others have been issuing severe warnings to Congress regarding the sequester-- $85 billion in across-the-board spending cuts that will go into effect March 1 absent a budget. Warnings have been released threatening fewer responders to handle wildfires, reduced food safety inspection, less help for vulnerable Americans and on Friday, widespread flight delays and cancellations.
"Travelers should expect delays. Flights to major cities like New York, Chicago, San Francisco and others could experience delays up to 90 minutes during peak hours, because we have fewer controllers on staff. Delays in these major airports will ripple across the country," Transportation Secretary Ray LaHood told reporters at Friday's White House press briefing after announcing that the Federal Aviation Administration (FAA) plans massive furloughs and closing air traffic control towers if the sequester goes into effect.
The White House on Sunday night released state-by-state reports detailing what they say would be "devastating" impacts on each state as a result of the sequester, but the topic of the sequester was notably absent from Obama's speech Sunday night to the governors, who are in town for the National Governors Association's (NGA) annual winter meeting.
Instead, the president at the White House dinner struck an appreciative tone, commending the governors for steering their states through tough times.
Democratic Gov. Jack Markell of Delaware, chair of the NGA, followed Obama's address Sunday night by emphasizing the absence of politics from the night's celebration. "On this one night it?s a relief -- politics doesn?t drive the conversation. We don?t speak of partisan issues or presidential aspirations," Markell said.
But Markell did note the sequester.
"One thing for sure is certain -- you don?t let issues fester. You get to deal with education and health care, and even the sequester," Markell said to laughter and applause from the audience.
Republicans such as Speaker John Boehner have publicly stated their opposition to the sequester, though others have threatened they are willing to let it go into effect.
Some Republicans over the weekend continued to accuse the administration of exaggerating the sequester's impact.
"They have plenty of flexibility in terms of discretion on how they spend money. There are easy ways to cut this money that the American people will never feel," Republican Sen. Tom Coburn of Oklahoma said on Fox News Sunday.
The president is slated to address the governors at 11:05 a.m. ET from the White House State Dining Room. Vice President Joe Biden, First Lady Michelle Obama and Second Lady Dr. Jill Biden are also scheduled to speak.

BATON ROUGE, La. (AP) ? Gov. Bobby Jindal faces deepening troubles in his home state even as he dishes out advice on how the divided GOP can regroup and looks to position himself as a national party front man.
The new head of the Republican Governors Association, who also is a potential future White House contender, has made a series of cuts to health services and colleges, drawing criticism from affected constituents and Republicans who say he's not cut enough. And while he delighted conservative policy wonks nationally with his signature measures overhauling education and public employee pensions, those laws are tied up in state court as Republican judges claim constitutional concerns.
At the same time, recent polls suggest that Jindal's once-formidable job performance rating has fallen below 50 percent just over a year after he was re-elected without serious opposition.
"He's got a large number of people in Louisiana who just do not like him," said Baton Rouge-based pollster Bernie Pinsonat, not usually a Jindal critic.
The question isn't necessarily how Jindal's circumstances affect him inside his own party, where he remains popular among vocal conservatives. "He's done some serious reforms and taken a stand against establishment thinking," said South Carolina Republican Chairman Chad Connelly, whose state expects to host the first Southern primary in 2016.
But any governor seeking a national platform must find a way to frame his political approach for a broader audience, and the challenge for a Republican Party that has lost five of the last six presidential popular votes is to find standard bearers who satisfy the GOP base, while widening it, too.
Bill Clinton sold the nation in 1992 on Arkansas progress, overcoming mockery of his "Arkansas miracle." Eight years later, George W. Bush framed his work with Texas Democrats, who ran the legislature, as proof that he was a "uniter, not a divider."
The first ingredient, Pinsonat said, is having your own people call you a success, adding: "If I'm from another state and the guy's not popular in his home state, no matter what he says after that, I don't know if you hear the rest of it."
Barred from seeking re-election, Jindal's second term ends January 2016, neatly dovetailing with the first caucuses and primaries of the 2016 cycle.
Timmy Teepell, a former Jindal chief of staff who now advises Jindal and other Republicans as a campaign consultant, said his old boss isn't preoccupied with the political chessboard ? with the obvious exception of electing more GOP governors during his RGA tenure.
"If you do the big things, the right things for the right reasons," Teepell said, "then people will appreciate it. Sometimes it just takes time to see results."
In the wake of Mitt Romney's competitive-but-decisive loss to President Barack Obama in November, Jindal has been at the forefront of delivering sharp criticism to the GOP.
He has bemoaned "dumbed-down conservatism." He has argued that the GOP is a "populist" organization and that Republicans shouldn't be the party of "big anything." And he has said that the GOP should "stop being the stupid party." It was a response to Todd Akin of Missouri and Richard Mourdock of Indiana, the failed Senate candidates whose controversial comments about abortion helped Democrats win seats once viewed as Republican locks.
Jindal also has been clear that Republicans must not "change what we believe" and he has suggested the party hasn't gone big enough in its argument against active government. "It's time to quit arguing around the edges of that corrupt system," he has said.
At first blush, Jindal's Louisiana priorities fit neatly within his party roadmap.
He's pushing to eliminate all corporate and personal income taxes, in favor of sales tax increases. He's refused to expand Medicaid under Obama's health-care overhaul, and he's dismantling the state's unique public hospital system, in no small part through his control over the leadership of the Louisiana State University System that runs the health-care enterprise. He has privatized parts of the Medicaid insurance program for the poor along with state workers' health-care plan.
He's dramatically cut the number of state workers, though mostly by issuing contracts to pay private firms to do the same work. He's created one of the nation's largest school voucher programs, with a price tag of $25 million this year and more than 4,900 students enrolled.
Yet for all his criticism of a big federal government, Jindal has approved its excess and accepted its bounty. As a congressman, he supported deficit budgets under President George W. Bush. Jindal, like every other governor, used federal stimulus money ? provided through an Obama law that Jindal assailed ? to balance his state budget for at least two years and, in many instances, he traveled to small towns to hand out checks to local government leaders, while sidestepping the explanation that the dollars came from federal coffers.
As many program cuts as Jindal has pushed in Louisiana, he's feuded with his fellow Republicans in the Legislature who say he's not done enough.
Jindal's state government helped spend billions of dollars in federal rebuilding aid after multiple hurricanes, including Katrina. Louisiana just hosted the Super Bowl in a publicly owned stadium restored and upgraded with taxpayer money.
Particularly to outsiders, Jindal has styled himself as a technocrat ? competence above ideology ? who doesn't necessarily get his juice from social conservatives. He has won plaudits for disaster management on hurricanes and after the BP oil spill. His command of policy details is obvious in his public appearances and, according to those with access, in private meetings.
Still, he carefully cultivates social conservatives. A Catholic convert raised by Hindu parents, Jindal has spent countless Sundays in Protestant north Louisiana sharing his personal testimony. He signed the Louisiana Science Education Act that allows science teachers to use outside curriculum, a move that Nobel laureates protest as back-door to teach Biblical creation as science. His voucher program pays for children to attend religious schools that teach creationism and reject evolution.
Over his five years in office, Jindal has traveled to three dozen states to collect campaign dollars, meet voters and help other Republican candidates. He's tapped into an extensive network of GOP fundraising and consulting firms that could help launch future political campaigns and built political relationships across key presidential states like Iowa and New Hampshire. And, as he pushes his tax overhaul, he's hired former communications aides who worked for Romney and Mike Huckabee.
Even so, Teepell said none of Jindal's agenda is aimed at outsiders: "The governor is focused on Louisiana."

LONDON (AP) ? U.S. Secretary of State John Kerry kicked off his first official overseas trip by meeting Monday with British leaders in London, the first leg of a hectic nine-country dash through Europe and the Middle East.
Kerry's first diplomatic meeting abroad came with British Prime Minister David Cameron, where they discussed the prospects of a free trade agreement between the United States and the European Union and the importance of the Middle East peace process.
Cameron's spokesman, Jean-Christophe Gray, said the prime minister and Kerry also "reiterated their shared determination to prevent a nuclear-armed Iran" ahead of talks between world leaders and Tehran in Almaty, Kazakhstan, this week.
The two also spoke about the challenges posed by fragile states such as Syria, Libya and Egypt, the spokesman added.
Later, Kerry is expected to discuss the Falkland Islands with U.K. Foreign Secretary William Hague before flying to Germany for meetings in Berlin.
Kerry arrived on London late Sunday as the Obama administration launched a frantic effort to try to salvage a Syrian opposition conference that Kerry plans to attend this week in Rome. Some members of the sharply divided Syrian Opposition Council are threatening to boycott the meeting.

Harris grew up in Baltimore and was a fan of the Temptations as a teenager. Along with three high school friends, he formed a Temptations cover band called the Young Tempts, which changed its name to the Young Vandals after releasing their first singles on the Isley Brothers' T-Neck label.
In 1971, he auditioned to join his idols when one of the original lead singers, Eddie Kendricks, left the band. Since the group already had one Otis in founding member Otis Williams, Harris changed his first name to Damon.

"President Obama announced Friday that about 100 U.S. troops have been deployed to the West African country of Niger, where defense officials said they are setting up a drone base to spy on al-Qaeda fighters in the Sahara.
It was the latest step by the Pentagon to increase its intelligence-gathering across Africa in response to what officials see as a rising threat from militant groups...
In response to the proliferation of extremist groups, the Pentagon has greatly expanded its base network for drones and other surveillance aircraft across Africa.
...In a letter to Congress, Obama said about 40 U.S. service members arrived in Niger on Wednesday, bringing the total number of troops based there to ?approximately? 100. He said the troops, which are armed for self-protection, would support a French-led military operation in neighboring Mali, where al-Qaeda fighters and other militants have carved out a refuge in a remote territory the size of Texas.
The base in Niger marks the opening of another far-flung U.S. military front against al-Qaeda and its affiliates, adding to drone combat missions in Afghanistan, Yemen and Somalia. The CIA is also conducting drone airstrikes against al-Qaeda targets in Pakistan and Yemen..."

LOS ANGELES (AP) ? Mike Tyson sued a financial services firm owned by Live Nation Entertainment on Wednesday, claiming one of its advisers embezzled more than $300,000 from the former heavyweight champ and cost him millions more in lost earnings.
The lawsuit claims that Live Nation and its company SFX Financial Advisory Management Enterprises haven't given the boxer and his wife, Lakiha, a full accounting of their losses. The company returned some of the embezzled money but wanted the Tysons to sign a nondisclosure agreement, which they refused, the suit states.
The lawsuit seeks more than $5 million in damages for breach of fiduciary duty, negligent hiring, unjust enrichment and other claims.
A spokeswoman for Live Nation Entertainment Inc. said the company had not been served with the lawsuit and could not comment on it.
The lawsuit claims the embezzlement prevented the Tysons from emerging from bankruptcy, and forced them to hire new advisers and turn down lucrative contracts. The couple trusted Brian Ourand, their adviser at SFX, so much that he attended their wedding, the case states.
Ourand, who could not be reached for comment, has since left SFX, according to the lawsuit. The filings claim his conduct has not been reported to regulators.
"Defendants did not secure, protect, safeguard and appropriately apply the Tysons' finances for their intended purposes," the case states, "but instead misappropriated said funds for the benefit and enrichment of SFX/Live Nation.
The former boxer has broadened his career in recent years, including appearing in "The Hangover" and leading a one-man autobiographical show, "Undisputed Truth."

The discovery of horse DNA in food products sold throughout Europe has set off a scandal, shaking confidence in Europe's food industry and angering consumers.
But believe it or not, it?s actually legal to slaughter horses for human consumption in the U.S. In November 2011, Congress quietly lifted a five-year ban on funding for horse processing inspections.
Since the ban was lifted, no horse slaughterhouses have successfully opened, according to Holly Hazard, a senior vice president at the Humane Society of the United States who tracks equine rights issues.
?We have yet to have a new [horse processing] facility open in this country,? Hazard said, adding that attempts to open slaughterhouses in New Mexico and Missouri last year were scrapped due to public outrage.
Related:?'Criminal conspiracy' blamed for European horse-in-burger scandal
The U.S. Department of Agriculture has said that if a horse slaughtering plant were to open, the agency would perform inspections to ensure it complied with federal laws.
Before Congress defunded inspections in 2007, there were just three equine processing plants in the continental U.S. -- two in Texas, one in Illinois. All three facilities were shuttered when the slaughtering ban took effect, the Associated Press reported.
At the peak of their production powers, these slaughterhouses primarily exported horsemeat to Mexico and Canada for human consumption, Hazard said.?
One advocate of selling horse meat said that the removal of the ban allows the horse processing industry to regain a foothold in the market.
"Eighty percent of a $102 billion-a-year industry was directly effected when they took slaughter away," said David Duquette, president of the United Horsemen, a group that lobbied to lift the ban.?
Duquette added that there are ongoing efforts to revive the horse meat processing industry, but declined to provide additional information about those attempts.
Animal rights activists, meanwhile, are confident that widespread repulsion at the thought of eating horse meat will keep it out of the mainstream.
"There are certainly communities that have considered [reviving horse slaughtering]," said Nancy Perry, a senior vice president at the ASPCA. But the vast majority of Americans -- a staggering 80 percent, according to a recent ASPCA poll -- oppose the practice, Perry said.
'Companions and partners, not food'
Polling data and public opinion suggest it's highly unlikely horse meat will move to the center of American culinary culture. After all, they?re the stars of beloved children?s literature, Hollywood movies, and Wild West folklore.
?We believe horses are iconic figures in American culture,? Hazard said. ?The vast majority of Americans think they?re companions and partners, not food.?
Hazard said she?s not aware of any attempts to introduce horse meat on restaurant menus. The one exception: a proposal, in September of last year, to serve Canadian-bred horse tartare -- also known as raw horse meat -- at a museum restaurant in New York City.
However, M. Wells Dinette's prospective menu item at MoMA PS1?was scuttled after animal rights activists and public health officials cried foul.
The restaurant?s chef and co-owner, Hugue Dufour, released a statement after the controversy subsided defending his exotic dish.
?We thought about serving it because we like to offer customers new things,? the statement said. ?Whatever else horses are ? draft animals, companions, transport ? their meat is also delicious and affordable.?
Nevertheless, most Americans still consider horse meat off-limits, although that hasn't always been the case.
At the close of World War II, when beef was in short supply, many Americans got their protein boosts from horse meat. Republicans blamed the meat scarcity on President Truman, giving him the nickname ?Horsemeat Harry.?
During the early 1970s, beef prices went through the roof, forcing cash-strapped shoppers to buy cheap horse meat instead. The custom was so common it showed up as a subplot on a 1973 episode of the sitcom ?All in the Family.?
Harvard University?s Faculty Club reportedly served horse meat for more than 100 years before it dropped the menu item in the 1980s.

Noting that UK has provided an interim response, a ministry of external affairs (MEA) spokesperson added that nobody was ever satisfied by an interim response. "Everybody would want a fullfledged response. So, I mean it is pretty obvious that we would like a full-fledged response," he said, indicating that it is likely to figure in Indo-UK talks on Tuesday.
Westland used to be a UK firm before it was taken over by Italian defence giant Finmeccanica. Cameron, accompanied by a large official business delegation. will hold comprehensive talks with Prime Minister Manmohan Singh on a wide range of bilateral, regional and international issues. Apart from the defence deal, other major issues expected to figure during Cameron's visit would include the `12,000-crore Vodafone tax dues matter and the UK hosting a meeting between the Pakistan and Afghanistan presidents.
While the Vodafone issue also figured during the recent visit of finance minister P. Chidambaram to the UK, details of the UK-Pak-Afghan trilateral meet was being finely studied by New Delhi.
According to reports, Cameron also wants to use the trip to correct any misunderstandings about his government's move to bring immigration numbers under control.

WASHINGTON (AP) ? Citing financial concerns, the Obama administration Friday began quietly winding down one of the earliest programs created by the president's health care overhaul, a plan that helps people with medical problems who can't get private insurance.
In an afternoon teleconference with state counterparts, administration officials said the Pre-Existing Condition Insurance Plan will stop taking new applications. People already in the plan will not lose coverage.
Designed as a stopgap solution until the law's full consumer protections are in effect next year, PCIP has served more than 135,000 people, a lifeline for patients with serious medical problems such as cancer and heart failure. But Congress allocated a limited amount of money, and the administration's technical experts want to make sure it doesn't run out.
Health and Human Services Department spokeswoman Erin Shields Britt said PCIP has "provided needed security to some of our nation's sickest people."
The plan covers people who have had problems getting private insurance because of a medical condition and have been uninsured for at least six months. Premiums are keyed to average rates charged in each state, which means they're not necessarily cheap, often amounting to several hundred dollars a month for middle-aged individuals.
"We're glad this program was here and able to help," said Amie Goldman, who oversees the program in Wisconsin. "I'm certainly disappointed we won't be able to serve everyone who has a need for this coverage."
Starting next January 1, insurance companies will no longer be able to turn anyone away because of poor health. At the same time, the federal government will begin subsidizing coverage for millions of individuals who have no access to employer plans. That means many of the people currently in the PCIP program may end up with lower premiums once the government's financial help is factored in.
The enrollment suspension will take effect immediately in 23 states where the federal government administers the program, Goldman said. Residents of states that run their own programs may have longer. Wisconsin residents, for example, have until March 2 to apply.
Enrollment around the country has been lower than expected, partly because some people could not afford the premiums. But individual cases have turned out to be costlier than originally projected.
In documents provided to the states, the administration said the program has spent about $2.4 billion in taxpayer money on medical claims and nearly $180 million on administrative costs, as of Dec. 31. Congress allocated $5 billion to the plan.
"From the beginning (the administration) has been committed to monitoring PCIP enrollment and spending closely and making necessary adjustments in the program to ensure responsible management of the $5 billion provided by Congress," PCIP director Richard Popper wrote in a memo. "To this end, we are implementing a nationwide suspension of enrollment."
The sole exception: program beneficiaries who move to another state will still be able to get coverage in their new home.

A jury found a former Mount Rainier High School volleyball coach guilty of third-degree attempted rape of a child and communication with a minor for immoral purposes in connection with a girl the man met at Lake Meridian Park in Kent.
The King County Superior Court jury reached its verdict Wednesday against Daniel Gregory Lum-Lung, 35, of Renton, according to the King County Prosecuting Attorney's Office. No sentencing date has been set. He pleaded not guilty to the charge in November 2011.
Lum-Lung is the second former South Puget Sound League coach facing a jail sentence because of a sex crime. Ernie Ammons, a former Kent-Meridian High School teacher and track coach, pleaded guilty earlier this month to communication with a minor for immoral purposes. He is scheduled to be sentenced Feb. 22.
Kent Police arrested Lum-Lung on Nov. 15, 2011 for investigation of communicating with a minor for immoral purposes, according to charging papers. He posted bail and was released two days later from the county jail. Bail was set at $50,000.
Until his arrest, Lum-Lung taught physical education at Cascade Middle School and coached girls volleyball at Mount Rainier, both in the Highline School District.
Lum-Lung met the 15-year-old girl on a telephone chat line. They agreed to meet at about Oct. 22, 2011 at Lake Meridian Park, according to charging papers.
While at the park, Lum-Lung allegedly made several verbal requests of the girl to do certain sexual acts. The girl told him no.
The girl also told police that Lum-Lung asked her to meet him inside the park restroom. She left the park after he entered the restroom. A couple of days later, the girl received an email reportedly from Lum-Lung that referred to "with you in the rain at Lake Meridian." The email sender also asked if she wanted to see him again. They never met again.
The girl and her mother reported the incident to the girl's Kent school and police were contacted.
Detectives obtained a search warrant and served it on Yahoo to access the Internet account connected with the emails sent to the girl. Detectives served the warrant on Oct. 27, 2011 and received Yahoo's response two weeks later. The account showed a name of Black Stevebn. A search of the contact list showed a list of Mount Rainier volleyball players that eventually led detectives to Lum-Lung.
Detectives obtained a state Department of Licensing photograph of Lum-Lung and created a six-photograph lineup including his photo to show to the girl. She positively identified the photo of Lum-Lung as the man who met her at the park.
During an interview with detectives, Lum-Lung admitted he contacted the girl through a telephone chat line and that he met her at Lake Meridian Park. He said their conversation had sexual connotations but he said the girl brought up the subject talking about having a 40-year-old boyfriend. Lum-Lung confessed he did ask twice for a sexual act, but did not remember what words he used.
Lum-Lung said he had engaged in answering personal ads on Craigslist, which he kept secret from his wife, and received pornographic photos of adult women via the Internet and his Yahoo account. He denied having any other communications or contact with any minors other than the girl.
Lum-Lung had no prior criminal history.

LONDON (AP) ? Prime Minister David Cameron and other senior British officials threw their support behind a gay marriage bill Tuesday ahead of a key Parliament vote on the divisive topic.
If entered into law, the bill would enable same-sex couples to get married in both civil and religious ceremonies, provided that the religious institution consents. The proposals have divided opinion among members of Cameron's Conservative Party and dozens of them are expected to vote against the bill later Tuesday.
In a last-minute statement, Cameron ? who did not attend the debate ? said passing the bill is "an important step forward" for Britain.
"I am a strong believer in marriage. It helps people commit to each other and I think it is right that gay people should be able to get married too," he said. "This is, yes, about equality. But it is also about making our society stronger."
Despite stronger-than-expected opposition within the Conservative ranks, the bill is expected to pass with support from most lawmakers in the left-leaning Labour Party and Liberal Democrats party.
Officials have stressed that all religious organizations can decide for themselves if they want to "opt in" to holding gay weddings. However, the Church of England, the country's official faith, is barred from performing such ceremonies unless it changes its laws.
The bill would also allow couples who had previously entered into civil partnerships to convert their relationship into a marriage.
Critics say the proposals would change long-standing views about the meaning of marriage. Some Conservatives also fear the proposals would cost the party a significant number of votes in the next election.
"Marriage is the union between a man and a woman, has been historically, remains so. It is Alice in Wonderland territory, Orwellian almost, for any government of any political persuasion to seek to come along and try to re-write the lexicon," Conservative lawmaker Roger Gale said.
In a letter published Tuesday in the Daily Telegraph, senior Conservatives including Foreign Secretary William Hague and Home Secretary Theresa May urged fellow party members to support the proposal.
"Marriage has evolved over time. We believe that opening it up to same-sex couples will strengthen, not weaken, the institution," they wrote. "This is the right thing to do at the right time."
If passed, the bill's provisions would come into effect in 2015, ahead of the next British general election.
