The Home Run Derby is usually pretty silly and always drags on for what seems like far too long, but it?s a spectacle and there?s a chance of seeing something special and it?s just about the only thing on television tonight. Tigers slugger Prince Fielder took the crown last year at Kauffman Stadium in Kansas City and will be one of the eight participants this evening at New York?s Citi Field. Let?s review tonight?s batch of big boppers:

National League

David Wright, 3B, Mets

Wright was named this year?s captain for the National League and was tasked with inviting three other participants. One of his original picks, Rockies outfielder Carlos Gonzalez, had to bow out because of a sore finger. Wright has hit only three home runs at pitcher-friendly Citi Field this year; he?s slugged another 10 on the road.

Michael Cuddyer, OF, Rockies

Cuddyer roared out of the gates this season and then missed two weeks in the middle May because of an inflamed cervical disc. His numbers have surely benefited from the thin air of Coors Field, but the veteran outfielder has been a legitimate run-producer since his days with the Twins. He?s sporting a cool .330/.391/.568 batting line with 16 homers and 55 RBI in 74 games.

Bryce Harper, OF, Nationals

Harper only has 13 home runs this season and 35 in his young major league career, but he might be the draw of the night. The 20-year-old loves the bright lights and some of his performances in past amateur home run derbies have become legendary. He has light-tower power.

Pedro Alvarez, 3B, Pirates

Alvarez is a sleeper pick to win the whole thing. He destroys baseballs in batting practice and that is essentially what the MLB Home Run Derby is -- a long, drawn out round of live BP. Alvarez has slugged 21 of his 24 home runs and boasts a stellar .882 OPS this year against right-handed pitching. His thrower tonight in the Home Run Derby at Citi Field will of course be right-handed.

American League

Robinson Cano, 2B, Yankees

Cano was named the American League captain for the second year in a row and will try to produce the Derby winner yet again. Heck, he might just go win the thing himself. The 30-year-old impending free agent and recent Roc Nation Sports signee is hitting .302/.386/.531 with 21 home runs and 65 RBI in 95 games this season. He?s no stranger to New York crowds.

Chris Davis, 1B, Orioles

Davis is the current big fly leader in the major leagues with 37 and it barely even looks like he?s trying on some of his home run swings. The guy has easy power and might be able to simply outlast his competitors and their full-effort rounds. Davis is on pace for 62 home runs here at the All-Star break.

Fielder seems to put everything he has into each one of his swings -- whether the result is a groundout or flyout -- but his stamina was not an issue last year in Kansas City and he could certainly go win it again. The first baseman has an .894 OPS, 46 home runs and 177 RBI in 256 games since signing on with Detroit.

Yoenis Cespedes, OF, Athletics

There was a late push to get Cuban sensation Yasiel Puig into the 2013 All-Star mix, but Cespedes will have to do. Also a defector from Cuba, Cespedes has slugged 38 home runs and tallied 125 RBI in 208 games since signing a four-year, $36 million free agent contract with the A?s in March, 2012. He probably has the most raw strength of any batter in this field.

Archer Shoots Dem Arrows

As far as emergency sixth starters go, it doesn?t get much better than the Rays? Chris Archer. The 24-year-old right-hander was roughed up in his 2013 regular-season debut on June 1 against the Indians but has been steadily improving since that date and twirled the first shutout of his career Sunday in the Rays? 5-0 victory over the Astros.

Featuring a high-90s fastball (it is currently averaging 95.1 mph) and two effective off-speed pitches (slider and changeup), Archer boasts a dominant 2.27 ERA and 36 strikeouts over his last 47 2/3 major league innings and is a must-start at the moment in standard mixed fantasy formats.

Alex Cobb is making steady strides in his recovery from a concussion and will be ready to return to the Rays? starting rotation around late July or early August, but it could be Roberto Hernandez and not Archer who is sent out to make room.

National League Quick Hits: Dodgers center fielder Matt Kemp (shoulder) is expected to return from the disabled list on July 21 -- the first day he?s eligible ? Ricky Nolasco suffered his first loss as a member of the Dodgers on Sunday against the Rockies ? Global energy efficiency transport policies can save $70 trillion by 2050

Global energy efficiency policies targeting the urban transport system can save as much as $70 trillion in spending, according to a new report from the International Energy Agency.

The $70 trillion savings comes from energy efficiency policies that will cut spending on vehicles, fuel, and transportation infrastructure between now and 2050, according to the report titled ?A Tale of Renewed Cities.?

The report based its findings on studies from more than 30 cities from all over the globe to show how to improve transport efficiency through better urban planning and travel demand management. Additional benefits of improved transport efficiency include lower greenhouse gas emissions as well as a higher quality of life.

Three approaches to policies were presented by the report in order to achieve the $70 trillion-savings ? the ?avoid,? ?shift,? and the ?improve.?

The ?avoid? policies addresses transport energy use and emissions by slowing travel growth through city planning and travel demand management. Examples of ?avoid? policies are providing initiatives for virtual mobility programs such as tele-working, and implementation of logistics technology.

?Shift? policies are those that enable and encourage movements from motorized travel to more energy efficient modes, such as public transportation, cycling, and walking. Policies must target the affordability, frequency, and seamless public transport to mitigate congestion.

?Improve? policies are those that reduce energy consumption and emissions from all travel modes. This can be achieved through the introduction of efficient fuels and vehicles, and policies focusing on fuel economy standards and increased advanced-vehicle technology sales.

?Urgent steps to improve the efficiency of urban transport systems are needed not only for energy security reasons, but also to mitigate the numerous negative climate, noise, air pollutions, congestion and economic impacts of rising urban transport volumes,? said I.E.A. Executive Director Maria van der Hoeven.

Despite vehicles technology improvements, the I.E.A. expects that global travel will double by 2050, translating to an increase of 70 percent in transport energy use and emissions between 2010 and 2050.

?As the share of the world?s population living in cities grows to nearly 70 percent by 2050 and energy consumption for transport in cities is expected to double, the need for efficient, affordable, safe and high-capacity transport solutions will become more acute,? Ms. Van der Hoeven said.

The report, which was supported by the European Bank for Reconstruction and Development, is part of I.E.A.?s Policy Pathway series which aims to help policy makers implement the 25 Energy Efficiency Policy Recommendations which urges G8 leaders to adopt and urgently implement energy efficiency measures. ? Civil rights case vs. Zimmerman won't be simple

WASHINGTON (AP) ? Calls for the Justice Department to look into the shooting death of Trayvon Martin reverberated as soon as George Zimmerman was acquitted of state charges in a Florida courtroom, but it may be even tougher to mount a federal case against Zimmerman.

The department says it's reviewing evidence to determine whether criminal civil rights charges are warranted, but legal experts see major barriers to a federal prosecution ? including the burden of proving that Zimmerman, the former neighborhood watch leader, was motivated by racial animosity ? and say Justice officials would likely be saddled with some of the same challenges that complicated the unsuccessful state case.

"The Justice Department would face significant challenges in bringing a federal civil rights case against Mr. Zimmerman," said Alan Vinegrad, the former U.S. Attorney in the Eastern District of New York. "There are several factual and legal hurdles that federal prosecutors would have to overcome: They'd have to show not only that the attack was unjustified, but that Mr. Zimmerman attacked Mr. Martin because of his race and because he was using a public facility, the street."

The department opened an investigation into Martin's death last year but stepped aside to allow the state prosecution to proceed. It said in a statement Sunday that the criminal section of its civil rights division, the FBI and federal prosecutors in Florida are continuing to evaluate the evidence generated during the federal investigation, plus evidence and testimony from the state trial. The statement came as the NAACP and others called on the Justice Department to open a civil rights case against Zimmerman for the shooting death of the unarmed black 17-year-old.

Zimmerman was acquitted Saturday night in a February 2012 shooting that tapped into a national debate about racial profiling, equal justice and self-defense. Civil rights leaders, Martin's parents and many others said Zimmerman had racially profiled Martin when he followed the teenager through a gated townhouse community and shot him, but Zimmerman said he was physically assaulted by Martin and shot the teenager in self-defense.

Though the Justice Department does have an established history of using federal civil rights laws to try to convict defendants who have been previously acquitted in related state cases, experience shows it's almost never easy getting guilty verdicts in such high-profile prosecutions. In this case, federal prosecutors pursuing a civil rights case would need to establish, among other things, that Zimmerman was motivated by racial animosity, even though race was barely mentioned at the state trial.

Lauren Resnick, a former federal prosecutor in New York who secured a conviction in the killing of an Orthodox Jew during the 1991 Crown Heights riots in Brooklyn, said the Justice Department could conceivably proceed under a theory that Zimmerman interfered with Martin's right to walk down a public street based on his race. But even that is difficult since the conflict occurred in a gated community, which may not fit the legal definition of a public facility. Prosecutors would also probably need to prove that trailing Martin on the street constituted interference, she said.

"One could argue it did, if it freaked him out and he couldn't comfortably walk down the street ? there's an argument here," said Resnick, who now specializes in white-collar defense and commercial litigation.

But she said federal prosecutors were likely to encounter the same hurdles as state prosecutors in establishing that Zimmerman was driven by racial animus and was the initial aggressor, as opposed to someone who acted in self-defense.

"When you have a fact pattern where one person's alive, and one person's not, and the person alive is the efendant, it's hard to prove things beyond a reasonable doubt," she said.

Samuel Bagenstos, a former No. 2 official in the Justice Department's civil rights division, said: "This is an administration that hasn't shied away from bringing hate crimes cases that are solid prosecutions based on the facts and the law, but from what I've seen this would be a very difficult case to prosecute federally because the government would have to prove beyond a reasonable doubt that George Zimmerman acted because of Trayvon Martin's race. If you're trying to prove racial motivation, you are usually looking for multiple statements related to why he is engaging in this act of violence. I think it's a difficult case to prove."

Another federal case, the Rodney King prosecution, illustrates just how difficult it can be for the federal government to come in behind a state prosecution that ended in acquittal, even when there's videotaped evidence of the crime.

King was beaten by Los Angeles Police Department officers after a high-speed car chase in 1991, but the four police officers charged in the incident were acquitted on state charges of assault with a deadly weapon and three of the four were acquitted on a charge of use of excessive force. The jury deadlocked on the excessive force charge against the fourth officer.

Federal prosecutors obtained an indictment on charges of violating King's civil rights. Two of the officers were found guilty and were imprisoned. The other two officers were acquitted.

In a 1970 prosecution, the Justice Department charged three white Detroit police officers and one black private security guard with allegedly conspiring to deprive eight black youths and two white girls of their civil rights during the 1967 riots in Detroit.

The officers had gone to the Algiers Motel in a reported search for snipers. Three black teenagers were slain at the motel. One of the police officers had been acquitted earlier of a state charge of first-degree murder in the case; another officer had been found innocent in a separate state trial on a charge of felonious assault.

The federal case took place in Flint, Mich., an hour's drive north of Detroit, after the defense complained that the defendants could not get a fair trial in the city where the slayings occurred. A jury acquitted all four defendants.

In prosecuting the law enforcement officers, the Justice Department invoked an 1871 civil rights law. Prosecutors alleged that the officers had lined up the people staying at the motel and slugged them with clubs and rifle butts. There was testimony that several of the guests were taken into separate rooms where shotguns were fired into the ceiling in an effort to get those in a nearby hallway to disclose the identity of the alleged snipers and the location of firearms.

In a defense that turned out to be successful, defense attorneys emphasized that the charge against their clients was conspiracy, not assault, coercion, intimidation or murder. Lawyers for the two officers previously charged in the state cases also argued that their clients were being charged with serious criminality even though they had already been acquitted.

US begins flying deportees to Mexico City

SAN DIEGO (AP) - U.S. immigration authorities have begun flying deportees deep into Mexico in an effort to discourage them from trying to return.

U.S. Immigration and Customs Enforcement says the first of twice-weekly flights from El Paso, Texas, to Mexico City left Thursday with 133 deportees aboard, all men.

ICE spokeswoman Nicole Navas says the flights will accommodate up to 136 men and women but no children. Deportees fly from throughout the United States to Chaparral, N.M., for a short bus ride to El Paso.

The flights are not voluntary, unlike a previous program to deport Mexicans arrested by the Border Patrol during Arizona's deadly summer heat.

Under a two-month trial last year, more than 2,300 Mexicans returned on 18 flights. The U.S. and Mexico agreed in April to make the arrangement permanent.

Global clean-energy investment accelerates by 22% in second quarter of 2013

LONDON: Global renewable energy investment rose 22% in the second quarter of 2013 when compared with the first three months, data form Bloomberg reveals.

China, South Africa and the US?have increased their spending, but?Europe, and in particular Germany, lost some momentum.

DEFINITIVE PROGRESS

The Bloomberg study highlights China?s commitment to the?Clean Revolution, noting that their renewable investment rose 63% over the last three months to a total of US$13.8 billion.

Similarly South Africa, whose interest in clean energy power was negligible at the beginning of 2013,?has placed US$2.8 billion into sustainable projects in recent months.

In the US, private companies such as electric car manufacturer Tesla Motors, were notable for their increased fundraising efforts. American investment in smart ICTs and renewables soared 155% to reach US$9.5 billion.

American citizens have also expressed their dedication to clean energy; the second quarter saw a jump from US$1.4 billion to US$3.8 billion in public-market investment in renewable companies.

ROOM FOR IMPROVEMENT

Despite this welcome increase in renewable investment for the second quarter, overall progress in 2013 is lower than 2012. While US$53.1 billion was invested in the first half of 2013, this compares to US$63.1 billion that was invested in the corresponding period in 2012. This can be largely attributed to the decline in European spending, particularly by previous leaders such as Germany.

However, German renewable investment still amounted to US$1.9 billion for the quarter.

Michael Liebreich, chief executive of Bloomberg New Energy Finance, observed: ?These figures are a mixture of sweet and sour. On the sour side, 2013 globally is still running below 2012, which was itself down on the 2011 investment record. And European investment is clearly being hit by cuts in support for renewable energy and by policy uncertainty, notably ahead of the German election in September. On the sweet side, the US is back in business following the hiatus that resulted from fears about the possible expiry of the Production Tax Credit for wind at the end of 2012. And the 50% rally in clean energy share prices since their lows last summer, with rises of 200% or more for Tesla Motors and a clutch of major wind?and solar manufacturers, is rekindling ? at least for the moment ? the appetite of stock market investors for equity raisings.?

Ex-Army inspector accused of stealing troops' IDs

NASHVILLE, Tenn. A former Fort Campbell inspector whose job was to investigate misconduct has been accused of stealing the identities of Army personnel, including a soldier killed in combat, in a scheme to obtain thousands of dollars in bank loans.

The indictment handed down Wednesday alleges James Robert Jones, 42, of Woodlawn, Tenn., used his position as an assistant inspector general at the Army post on the Kentucky-Tennessee line to obtain personal information on active-duty Army officers, some of whom were deployed to Afghanistan.

Jones, whose rank is sergeant first class, is accused of using the information - including Social Security numbers and dates of birth - to apply for loans in the officers' names, the federal indictment said. He successfully obtained fraudulent loans from two financial institutions, it said.

Among those targeted was an enlisted soldier who had been killed in combat in Afghanistan, the indictment said.

In an email to The Associated Press on Thursday, Jones said he is not guilty of the charges.

"What I find the most disturbing and shocking about these charges is the allegations that I would use information from deceased soldiers to pull off this so-called scheme," Jones wrote. "I am embarrassed and saddened for the government that they would stoop to a level of using a fallen soldier's sacrifice in order to provide a dramatic element to their case."

Jones said he has been in the Army for nearly 20 years and was in the inspector general's office at Fort Campbell for close to two years. Jones said he served in Afghanistan in 2010 and was wounded three times. A voicemail greeting on Jones' cellphone included portions of the song "God Bless the U.S.A."

The indictment did not identify the soldiers allegedly targeted in the scheme, and it mentioned two credit unions allegedly targeted.

The alleged scheme took place from February to May of this year, it said. Jones is accused of creating fake email accounts in the officers' names as part of his loan applications and called the credit unions pretending to be the officers when following up on the applications, the indictment said.

The indictment said Jones applied for a $12,000 loan from Fort Campbell Federal Credit Union.

Jones withdrew cash from loans he fraudulently obtained, the indictment said, without specifying the amount. He also purchased a cashier's check from the Navy Federal Credit Union, using funds from a loan he had obtained, it said.

Jones failed to make payments on the loans he fraudulently secured, it said.

When confronted by investigators, Jones tried to conceal his role by falsely accusing a deceased Army officer of planning the scheme, according to the indictment.

"This defendant abused a position of trust and used his position to specifically target those who serve our country, including certain officers who were deployed overseas, when he stole their identities," Acting U.S. Attorney David Rivera said in announcing the indictment.

Jones was indicted on charges of aggravated identity theft, bank fraud and making a false statement to a financial institution.

He's also charged with obstructing justice and making false statements to investigators. Those charges stem from allegations that Jones asked a colleague to delete information on his work computer in an alleged effort to impede the investigation, the indictment said.

Fort Campbell spokesman Bob Jenkins said the post was reviewing the indictment and would have no additional comment.

The case was investigated by the U.S. Secret Service and the U.S. Army Criminal Investigations Command.

If convicted, Jones faces up to 30 years in prison for the counts of bank fraud and making a false statement to a bank, along with an additional two years for each count of aggravated identity theft. Jones also faces up to 20 years if convicted of attempting to destroy records and five years for allegedly making false statements to investigators.

Asking Seller to sell property / land separate - Zillow Real Estate ...

I am looking at buying a home that has been in the market for several years. It is a nice home, with 17 acres of land.

I want to apply for a certain kind of loan that would give me a much better interest rate. In order to meet the requirements, the house must only have 1-5 acres of land.

Is asking the seller to sell the home with 1-5 acres / the rest of the land separate acceptable in "buying" situations? I wouldn't think the owner would care as long as he gets what he wants out of the property. I was wondering if anyone has worked with similar situations.
